Can be remote, but Periodic travel is required to Reston, VA.</strong></p><p><br></p><p><strong>About ARK:</strong></p><ul><li>ARK Solutions, Inc. is an established IT staffing and consulting company supporting public- and private-sector clients across the United States.</li></ul><p><br></p><p><br></p><ul><li>ARK Solutions is seeking an experienced HR Manager – People & Consultant Experience to lead the people-facing side of our U.S. HR function. This is not primarily an HR administration or paperwork-processing position. ARK has dedicated operational resources supporting recurring HR administration. We are looking for an experienced, hands-on HR professional who can become a trusted partner to our employees, consultants, managers and leadership team.</li></ul><p><br></p><ul><li>The successful candidate will combine strong employee-relations judgment with a genuine interest in people. They will build relationships with consultants throughout their assignments not simply respond when a problem occurs—support managers through employee situations, lead HR initiatives, conduct first-level interviews for internal positions, oversee the quality of U.S. HR administration, and help strengthen communication and culture across our U.S. and India organizations.</li></ul><p><br></p><ul><li>We operate in the staffing and workforce-solutions industry, so our workforce is different from a traditional corporate environment. Many of our employees and consultants work at client locations and may rarely visit an ARK office. Maintaining a meaningful relationship between those employees and ARK is therefore a critical part of this position.</li></ul><p><br></p><p><strong><u>Key Responsibilities:</u></strong></p><p><br></p><ul><li>Consultant Experience & Retention</li><li>Own the HR relationship with active U.S. consultants after onboarding.</li><li>Establish a structured consultant-care program with periodic check-ins throughout the assignment lifecycle.</li><li>Build relationships with consultants who may rarely interact with ARK directly.</li><li>Identify dissatisfaction, manager concerns, assignment risks, benefit questions, and potential retention issues before they become resignations or client problems.</li><li>Work closely with Account Management to share appropriate consultant feedback and address concerns.</li><li>Support consultants through assignment changes, difficult client situations, and other employment-related matters.</li><li>Help consultants continue to view ARK as their employer and career partner while working at client locations.</li></ul><p><br></p><p><strong><u>Employee Relations & Management Support:</u></strong></p><p><br></p><ul><li>Serve as a trusted HR resource for employees, consultants and managers.</li><li>Manage employee-relations matters with fairness, discretion and appropriate documentation.</li><li>Conduct workplace investigations, gather facts, interview relevant parties and recommend appropriate action.</li><li>Coach managers through performance, attendance, conduct, communication and employee-management issues.</li><li>Support corrective actions, performance discussions and separations.</li><li>Recognize situations requiring escalation to senior leadership or employment counsel.</li></ul><p><br></p><p><strong><u>People, Culture & Engagement:</u></strong></p><p><br></p><ul><li>Help strengthen employee engagement, communication and recognition across ARK.</li><li>Monitor morale and identify emerging people issues.</li><li>Partner with leadership on employee communication and organizational initiatives.</li><li>Help create consistency in how ARK's values and leadership expectations are communicated across locations.</li><li>Build a strong working relationship with India HR leadership and help serve as a bridge between U.S. leadership and our India organization.</li></ul><p><br></p><p><strong><u>HR Projects & Programs:</u></strong></p><p><strong><u> </u></strong></p><ul><li>Participate in and progressively own HR initiatives such as benefits/open enrollment, employee communication, policy rollouts, employee surveys and other people programs.</li><li>Support multi-state HR compliance and changing employment requirements in partnership with appropriate internal and external resources.</li><li>Coordinate with benefits providers, attorneys and other external partners as required.</li><li>Support immigration-related employee communication and coordination when needed; specialized legal matters are handled with immigration counsel.</li><li>Assist with unemployment, workers' compensation and other employee matters as appropriate.</li></ul><p><br></p><p><strong><u>Internal Hiring & Interviews:</u></strong></p><p><strong><u> </u></strong></p><ul><li>Conduct first-level HR and behavioral interviews for selected internal positions.</li><li>Assess communication, motivation, work style, management compatibility and organizational fit not simply resume qualifications.</li><li>Provide hiring managers with concise interview assessments, risks and areas requiring further evaluation.</li></ul><p><br></p><p><strong>U.S. HR Operations Oversight:</strong></p><p><br></p><ul><li>Work closely with ARK's India-based HR Administration Specialists supporting U.S. operations.</li><li>Establish expectations, priorities, deadlines and quality standards.</li><li>Review and audit work rather than becoming the primary processor of routine transactions.</li><li>Ensure onboarding/offboarding, employee documentation, HR records, background-check administration, HRIS/JobDiva updates and recurring HR activities are completed accurately and timely.</li><li>Step into operational work when circumstances require it while continuously improving delegation and process efficiency.</li></ul><p><br></p><p><strong><u>What We Are Looking For:</u></strong></p><p><br></p><ul><li>Approximately 7+ years of progressive U.S. HR experience; staffing, consulting, professional services or a distributed workforce environment strongly preferred.</li><li>Meaningful experience supporting consultants, contingent workers or employees assigned to client locations strongly preferred.</li><li>Strong employee-relations and workplace-investigation experience.</li><li>Practical knowledge of U.S. employment practices and multi-state HR.</li><li>Experience with onboarding/offboarding, benefits and HR compliance sufficient to oversee those functions.</li><li>Experience working with offshore/shared-services HR teams is preferred.</li><li>Strong written and verbal communication skills.</li><li>Ability to communicate comfortably with employees, consultants, managers and senior leadership.</li><li>Strong judgment and ability to handle sensitive matters confidentially.</li><li>Comfortable operating in a growing entrepreneurial organization where responsibilities may not always fit neatly into departmental boundaries.</li><li>Comfortable being hands-on when required while also knowing what should be delegated.</li><li>Experience with an ATS/HRIS; JobDiva experience is helpful but not required.</li><li>Bachelor's degree or equivalent relevant experience.</li></ul><p><br></p><p><strong><u>What This Position Is Not:</u></strong></p><p><strong><u> </u></strong></p><ul><li>This position is not primarily a payroll processor, contract administrator, immigration specialist or onboarding coordinator.</li><li>Those areas may interact with HR, but the value of this position is in people judgment, Consultant Care, employee relations, management support, HR leadership and building an effective HR operating model.</li></ul>
