Government Contracts Coordinator (Open to hire anywhere within the SOCO Footprint)

About the position

The Government Contracts Coordinator supports Southern Company affiliate companies’ compliance with the Davis-Bacon Act (DBA), Davis-Bacon Related Acts (DBRA), other prevailing wage requirements, and government-contract compliance requirements applicable to federal contracts, financial assistance awards, loan guarantee agreements, and federally funded or assisted construction activities. The role coordinates with business partners and the SCS Government Contracts Compliance Manager throughout the contract and financial-assistance lifecycle, from proposal preparation and review through post-award administration and closeout. The position is open to remote work within the Southern Company footprint, depending on background and experience. The coordinator serves as a point of contact for DBA/DBRA support, helps project teams implement labor standards requirements, reviews contractor payroll and compliance documentation, monitors project risks and open issues, and coordinates resolutions with internal teams, contractors, and federal stakeholders. The role also supports compliance tools and guidance, maintains records and trackers, and assists with training, reporting, audits, and project closeout.

Responsibilities

  • Assist business partners and the SCS Government Contracts Compliance Manager with contract and financial-assistance administration, including proposal preparation and review and post-award compliance.
  • Serve as a point of contact for DBA/DBRA compliance support and coordination for covered contracts, awards, agreements, and related projects.
  • Help business partners and project teams implement applicable Davis-Bacon requirements, including wage determinations, labor standards obligations, certified payroll expectations, posting requirements, and related processes.
  • Coordinate DBRA compliance activities across project planning, procurement, contract development, construction, monitoring, reporting, and closeout.
  • Review labor standards requirements, contractor payroll submissions, contractor documentation, compliance records, and other project deliverables for completeness and consistency.
  • Monitor project-level DBRA risks, open items, missing submissions, correction needs, and compliance trends, and escalate material issues as appropriate.
  • Coordinate with contractors and subcontractors, Supply Chain Management, Legal, Payroll, Human Resources, Tax, Project Management, and federal stakeholders to resolve DBRA questions and compliance issues.
  • Support project onboarding and ongoing use of compliance tools, templates, guidance materials, and tracking mechanisms for certified payrolls, wage determinations, conformance requests, and supporting documentation.
  • Assist in developing, maintaining, and delivering DBRA guidance, procedures, reference materials, training resources, and best practices.
  • Maintain compliance records, reporting metrics, project and covered-contract trackers, and documentation supporting audits, reviews, management reporting, and contract or award closeout.

Requirements

  • Bachelor’s degree in Business, Accounting, Finance, Construction Management, Project Management, Public Administration, or a related technical field preferred; equivalent relevant experience may be considered.
  • Experience supporting federal programs, construction projects, infrastructure initiatives, government contracts, grants, financial-assistance awards, or other federally funded activities.
  • Knowledge of Davis-Bacon Act and Davis-Bacon Related Acts requirements, prevailing wage concepts, wage determinations, certified payrolls, worker classifications, labor standards compliance, or related federal labor requirements.
  • Experience reviewing contracts, compliance plans, technical documentation, project submissions, reports, or other deliverables for accuracy, completeness, and consistency with requirements.
  • Strong project-management, organizational, analytical, and issue-resolution skills, including the ability to manage multiple priorities and complex projects simultaneously.
  • Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, and Teams.
  • Knowledge of Department of Labor labor standards requirements and federal agency management.
  • Ability to interpret contractual and regulatory requirements and translate them into practical guidance, procedures, and action plans for business partners and project teams.
  • Effective written and oral communication skills, including the ability to communicate with all levels and disciplines of the business areas supported.
  • Strong attention to detail and documentation discipline, with the ability to maintain accurate records for audits, reporting, and compliance reviews.
  • Strong interpersonal skills and ability to coordinate effectively with Legal, Supply Chain Management, Payroll, Human Resources, project management, contractors, subcontractors, and government stakeholders.
  • Ability to work independently, exercise sound judgment, identify compliance risks, and escalate issues appropriately.
  • Demonstrate behaviors consistent with Southern Company values of Unquestionable Trust, Superior Performance, and Total Commitment.
  • Self-motivated and customer focused, with a strong sense of urgency.
  • Promote teamwork and build productive working relationships across functions and operating companies.
  • Practice ethical behavior, maintain confidentiality of sensitive business, project, and compliance information, and comply strictly with applicable contractual and regulatory requirements.
  • Display creativity, initiative, flexibility, and willingness to learn from and apply experience.
